TSCM Training & Certification
Professional Development TSCM Group Inc., and Vilution Ltd., recognizes that technical operator training and qualifying certification, is just as important as the TSCM | SIGINT equipment resources deployed.
Whether training is conducted in Canada at our Red Deer Training Centre (RDTC), within United States of America (USA), or in the European Union (EU), strategically operating in the United Kingdom (UK) and across the European Union (EU), delivering a standards-based training experience is our primary mission!
It takes a professionally aware technical operator, also referred to as a Kestrel ® Spectrum Warrior, to detect, identify and neutralize today’s advanced threat technology, that are threat actor deployed, within a modern moving target threat model environment.
Professional Development TSCM Group Inc., has carefully crafted and adopted a set of exacting technical standards, defined by the TSB 2000 (Technical) Standard TM for operational field deployment, and brings this knowledge and vast experience into the most technologically advanced classroom settings available.
We are also able to deliver our Certified Technical Operator (CTO) TM and Certified Government Technical Operator (CGTO) TM programs virtually via our Remote Virtual Classroom (RVC) TM format, under some circumstances.
Our standards-based approach involves several essential levels of integrated familiarization training that includes our Certified Technical Operator (CTO) TM and Certified Government Technical Operator (CGTO) TM program deliverables, relative to the Kestrel TSCM ® Professional Software | Signals Intelligence Support System TM.
We also offer an advanced Technical Security Specialist (TSS) TM Designate Certification program conducted at our Canadian-based Resident Training Centre (RTC) TM in a variety of formats consistent with the needs of the end-user, including our recently commissioned 10-day non-resident format.
Our training does not simply focus on the positive aspects of equipment resources, such as is often the case with other manufacturer focused specific training.
All our instructors and management team, are experienced (working) technical security professionals with many years of dedicated experience and are willing to share our combined experience and knowledge with other industry professionals.
We firmly believe in spending equal amounts of time across the capabilities and limitations of equipment resources and deployment techniques during our training, and let the participant determine the truth about any particular equipment resource. We encourage participants to speak openly about their experiences and thoughts on other mildly competitive equipment resources, so that misleading information can be addressed and resolved.
This concept is an extremely important fact that very few technical operators fully understand or are prepared to address honestly, based on preconceived notions of anticipated effectiveness, misleading technical specifications, and slick marketing tactics by others in the industry.
Seeing is believing, and we always encourage operators to examine competitive solutions carefully and complete an honest and informed comparative before purchasing any TSCM equipment resources.
It is for this reason that PDTG Inc., has remained, and continues to remain, non-manufacturer specific when it comes to providing our Technical Security Specialist (TSS) TM Designate Certification training program.
We firmly believe that participants attending our training need to be exposed to as many TSCM equipment resources as possible to be able to separate slick sales pitches from real-world specifications; features and advanced capabilities, to be considered true technical security professionals, and we will continue to do so in the future.
We encourage participants to bring their existing TSCM resources to the training. Understanding the strengths and weaknesses of each method, technique, deployment practice and equipment resource is absolute.
Professional Development TSCM Group Inc., and our EU based Master Distributor offers the only Technical Security Specialist (TSS) TM Designate Certification program worldwide, firmly based on the advanced concepts of the TSB 2000 (Technical) Standard TM.
The TSB 2000 (Technical) Standard TM and the Operational Standard | Policy and Procedure Guideline (OS-PPG) TM are pioneered on proven work-flow driven best practices that have been aggressively developed over the past (40 +) years, separating the obsolete cold war era tactics from a modern standards-based moving target threat model environment.
The TSB 2000 (Technical) Standard TM is the only formal operational technical standard worldwide with integrated training, experience, equipment requirements, and on-going professional development.
There are many manufacturer specific training opportunities available and a number of these offer excellent insight into the operation of their respective equipment resources, but these programs often focus on capability and are not always objective when it comes to the limitations, and their instructors often mimic the original content and key concepts of the true industry leaders.
Others provide sub-par added value training for the money, or anticipated equipment sales potential, and have limited or no real experience as a professional technical operator.
The vast majority of these programs are generic in nature, not end-user focused; and do not have any meaningful certification or work-flow value for professional level analytical technical security inspection work needed.
Technical Security Specialist (TSS) TM Designate Certification training is an important consideration regardless of other training opportunities attended, or pursued.
We strongly recommend that you attend the Technical Security Specialist (TSS) TM Designate Certification program and maintain your certification by meeting the Annual Certification Review (ACR) TM requirements for on-going professional development.
There are several configurations for basic, intermediate and advanced training components available, each delivered as resident and non-resident components, and available in custom delivery formats.
Standard packaged and specific custom training content delivery is available to meet specialized training requirements of the end-user.
Mixed commercial and government programs are available. Private closed door sessions are available for government groups of 10 to 12 participants.
Important (Training and Certification) Notice!
If you approached about Kestrel TSCM ® Professional Software certification or product training, by anyone other than Professional Development TSCM Group Inc., or Vilution Ltd (UK)., please contact support@pdtg.ca or EUSupport@pdtg.ca so that we can determine whether or not the company or individual is a trained instructor, authorized to conduct our product training.
Note: Authorized Kestrel TSCM ® Professional Software distributors are not authorized to conduct product training or certification, and are simply permitted to organize, host, or arrange local training for end-users. All training is conducted directly, under the authority of our authorized instructors.
There have been several reports of offers and training being conducted by third-party individuals who have no authority to conduct Kestrel TSCM ® Professional Software training.
These individuals are in no way connected to PDTG Inc., or VILUTION Ltd., and have absolutely no authority to conduct product training under the Kestrel® registered trademark.
All certification and training is conducted under the direct authority and supervision of Professional Development TSCM Group Inc., and / or Vilution Ltd., our direct business partner and authorized master distributor for the United Kingdom (UK) and European Union (EU).
Training Benefits
The benefits of initial, on-going and periodic technical security and counter-intelligence professional development training, is an absolutely essential element for every professional technical operator regardless of the threat environment or technology anticipated.
Probability of Detection (POD) is significantly enhanced and liability is mitigated when a balanced approach is taken with respect to initial certification training and the deployment of primary Software Defined Radio (SDR) resources, methods and techniques within a modern moving target threat model environment.
Participants gain valuable and immediate field deployable and hands-on experience with the latest detection resources, methodologies and real-world detection and analytical identification strategies for the latest threat actor deployed threat technology, based on advanced dimensional geo-location heat mapping and RF Visualizer TM principles.
New hostile threat technology is identified on a daily basis and what the technical operator knew only yesterday, is unfortunately, not good enough today!
The Kestrel TSCM ® Professional Software utilizes an industry leading disruptive automatic software update resource to push the latest threat detection enhancements, bug fixes, new features, and software tweaks directly to the technical operator.
It is essential to understand the emerging threat technology, unleased today, and not just tomorrow!
Most of the mildly competitive TSCM equipment resources available are based on obsolete cold war era concepts, or are simply too old from a technology standpoint, and fail to deliver current, real-world features, or the modern methodology required to successfully navigate today’s threat environment.

Certified Technical Operator (CTO) TM
5-Day | 7-Day 10-Day | Resident Training Centre (RTC) TM and Non-Resident Formats
This program can be delivered as a commercial Certified Technical Operator (CTO) TM program, or our Certified Government Technical Operator (CGTO) TM formats.
The Kestrel TSCM ® Professional Software is the leading standards-based TSCM specific, operator centric Software Defined Radio (SDR) applications available worldwide.
It is the methodology, not the spectrum analyzer, that has made the Kestrel TSCM Software a single source resource for so many commercial and government operators.
We have the software, hardware, training, certification, professional development, credibility, dedication, resources, knowledge, experience, standards, and an aggressive threat technology focus. Superb engineering, and a community of professional technical operators who work together to combat a complacent and monopolistic industry.
Our training is based directly on real-time software development that cannot be duplicated by third-party training programs, no matter how good their intentions, they are not able to fully understand the focus and unique nature of the software.
It is for this reason that all Kestrel training and certification is directly controlled by our management team and third-party trainers and software distributors are not authorized to delivery our TSS TM, CTO TM, or CGTO TM training programs.
Organizations that invest in unauthorized training, are simply setting in motion the potential of significant liability and the risk of an undetected technical security threat.
Our 5-Day, 7-Day, and 10-day Kestrel TSCM ® Professional Software | Certified Technical Operator (CTO) TM and Certified Government Technical Operator (CGTO) TM programs are recommended for both new and experienced technical operators, and are considered an essential part of every software purchase.
Participants gain hands-on experience with modern TSCM concepts and methodology, including the importance of dimensional geo-location heat mapping, Total Energy Capture (TEC) TM and the importance of analytical IQ capture and playback.
Dimensional geo-location heat mapping, and analytical IQ processing are today’s absolute essential resources of the modern spectrum warrior, and are simply not available in many mildly competitive products, or represented properly during training.
As with any newly acquired TSCM equipment resource or active deployment technology, the average technical operator is likely to utilize only 40 to 60 percent of the resources capability, without proper standards-based operator training and certification.
It is strongly recommended that all technical operators consider purchasing a training and operator certification package during the software procurement process, even if the training is to be delivered at a future, to be determined place and time.
Operators gain confidence and experience with hands-on practical training led by an experienced team of instructors, under the direct supervision of a certified Technical Security Instructor (TSI), Paul D Turner, TSS TSI
The successful completion of the requirements for this program qualify as part of the Annual Certification Review (ACR) TM for continuing education credit towards the Technical Security Specialist (TSS) TM designation.
This is a complete Software Defined Radio (SDR) hardware and software certification program that is designed to focus on the core technology of the Kestrel TSCM ® Professional Software.
Participants gain working knowledge about the setup, operation and deployment capability within the scope of Radio-Frequency (RF), Power Line (PL) and Photonic (optical) analytical environment.
The CTO TM and CGTO TM program’s are not a general skills oriented TSCM specific training program, and focus squarely on the radio-frequency threat environment.
Optional: Participants may purchase the Kestrel TSCM ® Professional Software and other equipment resources during the training at a discounted rate.
